New York Is the Only State That Requires a BSN, and Its Private Colleges Confer 69% of the Degrees

Both halves matter here, and the second is the one nobody tells you.

Start with the law, because no other state page on this site can say it. New York's BSN in 10 law, signed in 2017, gives nurses whose initial New York license came after its effective date ten years from that licensure to earn a bachelor's degree in nursing. It grandfathers everyone already licensed, and it is the only law of its kind in the country. If you were licensed here before it took effect, nothing on this page is compulsory. If you were licensed after, the clock is counted from your own license date rather than from a single statewide deadline, so the first thing to establish is which side of it you are on.

Now the market answering it. 5 of the 12 ranked programs are public, all 5 are State University of New York campuses, and all 5 post the identical $7,070 in-state. They hold the top three places and 5 of the top six. The other 7 are private nonprofits running $18,000 to $40,090 — and between them they confer 805 of the 1,161 nursing bachelor's degrees these institutions award in a year, against 356 from the SUNY side. The cheapest option in the state is also the highest-scoring one, and 69% of the volume is going somewhere else.

Part of that ordering is the method rather than the market, and it is worth saying: cost carries 55% of the score, so a $7,070 program starts a long way ahead of a $40,090 one. The counterweight is real. The four highest institutional graduation rates on this page all belong to private colleges, led by St. John Fisher University at 74%, which still ranks 11th of 12 because it is also the most expensive program here. Across the ranked programs those rates run from 30% to 74%, and IPEDS measures graduation for first-time, full-time undergraduates — which an RN-to-BSN student is not — so read the figure as a signal about the institution, not about your cohort.

If the SUNY price is not available to you or the campus is wrong, the private program that scores highest is Touro University at $19,472, 5th overall, with a 72% graduation rate. That price is also, exactly, the median across the 12 ranked programs.

Delivery is the last thing to settle before you shortlist. 11 of the 12 publish delivery details on their own page: SUNY Polytechnic Institute say the track is fully online, and Maria College of Albany says the coursework is asynchronous. A program that has not said has not said, which is not evidence that it meets on campus. The largest single provider is Utica University at 252 nursing bachelor's degrees a year.

    State University of New York at Plattsburgh

    SUNY Plattsburgh's online RN-to-B.S. program is written for nurses who already hold a license and have finished an associate degree or diploma in nursing. The curriculum builds on that prior work with further study in the natural, biological and behavioral sciences alongside professional nursing courses. Major departmental requirements run 60 to 61 credits, of which 30 nursing credits are taken at Plattsburgh; RN transfer students receive a minimum of 30 and up to 34 credits for prior nursing coursework in fundamentals, maternity nursing, pediatric nursing, care of adults, and medical and surgical nursing. Cognate requirements add another 27 to 28 credits, including anatomy and physiology, nutrition, introductory statistics, general psychology, human development and sociology. The degree requires a minimum of 120 credits overall, and the program must be completed within six years of the first nursing course.

    Admission is competitive. Applicants must be graduates of a nursing program approved by the body that registers nursing programs in their state or Canadian province, hold an unencumbered New York State license and current registration as a registered nurse, and have a 2.5 overall GPA on a 4.0 scale for courses completed at another college or university; nurses within a year of finishing an RN program can be admitted but must graduate before classes begin. Clinical work is handled through two applied learning experiences in the required sequence, NUR 456 Population and Preventative Health Practicum and NUR 459 Leadership and Quality Practicum, with the department's clinical coordinator helping students find appropriate placements near where they live. The nursing program is accredited by the Commission on Collegiate Nursing Education and the baccalaureate programs are registered with the New York State Education Department. Beyond tuition, the department lists $60 for immunization and health records tracking, roughly $50 for background checks, and $40 to $100 for professional liability insurance.

    Alfred State's RN to BS in Nursing is a completion program built on an associate degree, listed at two years for the Bachelor's of Science. The program-at-a-glance box gives the academic location as Alfred campus or online and student residency as Alfred campus or remote, so the coursework can be taken either way; the college describes it as a flexible online program designed for working professionals that builds leadership, clinical, and decision-making skills. Sample coursework named on the page runs three credits apiece: Ethical Issues in Health Care (NURS5003), Contemporary Nursing (NURS5023), and informatics and technology applications in healthcare (NURS8003), which covers telehealth, electronic health records, and mobile platforms in clinical settings. Jody Blankenship, assistant professor, is listed as department chair.

    Admission requires graduation from an accredited or state-approved associate degree in nursing or a certified diploma program, plus plans to secure licensure as a registered professional nurse by the end of the first semester. The minimum GPA for admission is 2.00, and an active, unencumbered state license is required to move into the second semester of BS in Nursing courses.     The program spells out what the online format asks of students: a computer with a webcam and microphone, reliable internet access, and a wired headset, which it recommends.     SUNY Delhi runs its RN-to-BSN online in seven-week terms with five start dates a year: August, October, January, March, and May. Students enroll full time or part time, and the curriculum covers healthcare ethics, evidence-based practice, health assessment, healthcare policy, leadership, and population health. Admission requires an associate degree in nursing from an accredited institution with a minimum 2.6 GPA, plus English Composition, General Psychology, Anatomy and Physiology I and II, Microbiology, and Statistics, though the statistics course may be completed after admission. The program is accredited by the Accreditation Commission for Education in Nursing and registered by the New York State Education Department.

    Precepted practicum experiences attach to select courses and are completed near the student's home. Each practicum course consists of 45 hours of practicum-related activities, typically at a hospital or agency in the student's hometown. Placement is student-driven: students are ultimately responsible for securing a preceptor and site, though BSN practicum coordinators advise on how to do it and the college will initiate a contract with a new site on request.     Touro University's School of Health Sciences runs its RN to BS as a completion track for nurses who already hold a license. The page is explicit on the point: a student must already be a current New York State licensed RN to enter, and the degree is offered in Brooklyn. Students complete 61 credits at Touro, typically within one to two years, split into 21 credits of nursing, 39 credits of liberal arts, and 1 credit of community service. The program accepts up to 75 transfer credits from an accredited institution, about 65 of which usually come from the diploma or AAS nursing program the nurse already finished, and the bachelor's degree requires 125 credits in total. Anyone who places out of English Composition or College Mathematics takes 3 to 6 additional liberal arts credits designated by the program director.

    The 61 credits are laid out over four semesters, running 16, 17, 15, and 13 credits. Health Assessment and Promotion combines lecture with an in-person lab of no more than 12 students, where each nurse practices physical assessment skills with a dedicated lab partner and finishes with a graded practicum demonstrating a head-to-toe physical examination. Community Health sends students into patients' home settings under faculty supervision, arranged in collaboration with home care agencies, community outreach agencies, and selected ambulatory clinics. The university recommends starting that process at least six months before clinical-course registration, making placement planning an early task rather than something to leave until the course begins.

    The complete degree requires 124 credits across nursing, transfer work and general learning requirements. Entry requires an active, unencumbered New York RN license. When building the study plan, align the remaining coursework with the time needed to secure both practice experiences. Finding a preceptor and registering for the clinical course are related steps, but the recommended lead time keeps them from happening at the last minute.

    The trends-and-issues course contains a 45-hour leadership clinical component. That figure describes one component, not a total for every practice activity across the degree. Review the course sequence and practice commitments together before choosing a load. ADN graduates awaiting NCLEX may qualify for provisional entry, but must provide RN licensure before registering for their second semester. The license deadline can therefore affect progression even after initial admission.

Entry requires an associate degree or diploma in nursing, an unencumbered RN license and at least 60 transferable semester credits. Compare the practice-hour commitment with your employment schedule before choosing the shorter completion plan.

One SUNY Price, Then a Jump to $18,000

In-state tuition across the ranked programs runs from $7,070 to $40,090, a factor of 5.7. The median is $18,736, and no program on this page charges it: the figure falls in the gap above the block of programs priced at $7,070, so it marks the far side of that gap rather than the middle of a market. 5 programs sit together at $7,070; the cheapest private option, Maria College of Albany at $18,000, is already 2.5 times that. Work from the two clusters, not the average.

Residency does something here it does not do in most states. The 5 SUNY programs each post a different non-resident price, from $11,060 at SUNY College of Technology at Delhi up to $19,660, so a nurse outside New York is not looking at one flat out-of-state rate but at five. The lowest of them still comes in below every private program on this page, and private colleges charge one rate regardless of where you live.

Set against what the state pays, the range is stark: a year at the SUNY price is roughly 6% of the median New York RN wage, while a year at St. John Fisher University is roughly 37% of it.

All of these are annual published tuition figures from IPEDS, not the cost of finishing. A completion track usually runs around 30 upper-level credits, so your real number turns on how much of your ADN and general education transfers and how many terms you spread the rest across. Ask every program for a total-to-degree figure in writing and for a transcript evaluation before you commit. If you are counting against the ten-year clock, ask a second question with it: how many terms the part-time sequence actually takes for someone doing one or two courses at a time. Per-credit pricing is how this field avoids quoting a total.

$109,440 a Year, and $77,330 Between New York's Ends

BLS puts the median for New York's 205,810 registered nurses at $109,440, or $52.62 an hour, against $97,550 nationally. That is $11,890 above the national median and 6th of 51 states.

The spread inside New York is wider than the premium that got it there. The 10th percentile earns $79,760 and the 90th $157,090 — a range of $77,330, with the 10th-percentile figure sitting below the national median of $97,550. Setting, specialty, shift differential and years in the job move your pay considerably further than the state line does.

The caveat that applies to every salary figure on this site: BLS reports all registered nurses as one occupation and does not break pay out by degree. There is no federal number for what a New York BSN earns against what a New York ADN earns, and anyone quoting one has invented it — including anyone using the ten-year law to imply the degree arrives with a raise. What the BSN is associated with is access: charge and management tracks, case management, public health roles, and admission to an MSN.

Each of these runs an RN-to-BSN completion track — that part is confirmed. The score needs two inputs, in-state tuition and institutional graduation rate, and for 3 of the 5 the federal file carries only one of the two. The remaining two confer too few bachelor's degrees a year in this field to sit fairly beside a program conferring 252. 3 of the 5 are public campuses, so New York's public side is larger than the ranked list on its own suggests, and any of these near you belongs on your shortlist.

Questions About the Ten-Year Rule and These Programs

Does New York's BSN in 10 law mean I have to do this?
Only if your initial New York license came after the 2017 law took effect. That law is the only one of its kind in the country: it gives nurses licensed after its effective date ten years from initial licensure to earn a bachelor's degree in nursing, and it grandfathers everyone already licensed when it passed. If you were practicing here before then, this is a career decision and not a deadline. Check your own initial licensure date against the effective date rather than assuming either way. The 80% figure that circulates alongside the law is not part of it — that came from a 2010 Institute of Medicine recommendation that 80% of the RN workforce hold a BSN by 2020. It was a recommendation, it was not met, and it was never binding anywhere.
Is a $7,070 SUNY degree worth less than a $40,090 private one?
Not as a credential. Every program on this page awards a BSN to nurses who are already licensed, and the license you practice on does not change. What differs is everything tuition does not describe: how much of your ADN and general education transfers, whether coursework is asynchronous or has live sessions at fixed times, how many start dates there are a year, whether you are expected to arrange precepted clinical hours yourself, and whether an online program is authorised to enroll you where you live. Get those five answers from any private program before you accept a 5.7-fold difference. One thing to confirm yourself for every program here: that it holds CCNE or ACEN accreditation. Both are genuine baccalaureate accreditors and either is fine — it matters because an unaccredited BSN can block MSN admission and disqualify you from tuition reimbursement.
I work three twelves. Which New York programs are built around that?
11 of the 12 ranked programs state a delivery mode on their own page. SUNY Polytechnic Institute say the completion track is fully online; Maria College of Albany says the coursework is asynchronous. Treat that as a floor rather than a total — a program that has not said anything has said nothing, which is not the same as requiring campus attendance. And online is the smaller question. Ask whether there are live class sessions at fixed times, because a shift does not move for a seminar, and ask whether the program expects you to find your own preceptor. Precepted hours you have to arrange around a full-time schedule are the largest hidden cost in this field and the thing schools are least likely to volunteer.
